Certificate Status Change Conditions

1.Conditions for Suspension

The certification body shall suspend the validity of a certified organization's certificate if any of the following situations occur. The suspension shall remain in effect until the organization has implemented the required corrective actions and the certification body has verified their effectiveness.

  • Serious failure of the management system: The certified management system has significant nonconformities resulting in a serious failure to comply with applicable requirements.
  • Failure to undergo required audit activities: Failure to undergo required audit activities in accordance with the agreed schedule or applicable requirements.
  • Improper use of the certificate or certification marks: Misuse of the certification certificate or certification marks in violation of applicable requirements.
  • Failure to fulfill contractual obligations: Failure to comply with the obligations specified in the certification agreement.
  • Failure to complete corrective actions: The certified organization fails to complete corrective actions for identified nonconformities within the specified time frame.

2.Conditions for Withdrawal

The certification body shall withdraw the certification certificate of a certified organization and terminate the certification relationship if any of the following circumstances occur:

  • Failure to complete corrective actions after suspension: The certified organization fails to complete the required corrective actions within the specified period following the suspension of its certification.
  • Voluntary withdrawal by the client: The certified client voluntarily applies to terminate its certification due to internal business adjustments or organizational planning.
  • Organization ceases operations: The certified organization has ceased operations, been dissolved, declared bankrupt, or permanently closed.
  • Scope of certification no longer applicable: Changes in external conditions or significant internal changes have resulted in the certified scope and its content no longer being applicable.
  • Continued refusal to fulfill contractual obligations: The certified organization persistently and explicitly refuses to fulfill its obligations as specified in the certification agreement.

3.Conditions for Scope Reduction

If changes occur in the certified organization's operations, organizational structure, or products and services, the certification body may reduce the scope of certification as appropriate under the following circumstances:

  • Voluntary request for scope reduction: The certified client voluntarily requests a reduction in the scope of certification due to organizational strategy or business downsizing.
  • 部分持續不符:驗證範圍內之特定部分項目,持續無法符合標準規範要求 (Part of scope persistently non-conforming)
  • Discontinuation of products or services: Certain certified products or services have been permanently discontinued and are no longer manufactured, provided, sold, or operated.
  • Cancellation of premises or functions: Specific sites, facilities, or functional departments included within the certified scope have been closed, removed, or discontinued.
  • Organizational changes affecting the scope: Significant changes to the organization's structure, ownership, or management have rendered part of the certified scope no longer applicable.

4.Conditions for Scope Extension

When a certified organization becomes eligible to expand its certification scope due to business expansion, technological upgrades, or other qualifying changes, it may apply to the certification body for an extension of the scope of certification under the following circumstances:

  • Addition of new products or services: The organization has introduced new product lines or service offerings in response to market demand.
  • Addition of new processes or activities: New key processes, special technologies, core equipment, or operational activities have been introduced into the organization's operations.
  • Addition of new sites or premises: The organization has expanded its operations by establishing new production facilities, principal offices, or operational sites.
  • Inclusion of existing activities: Existing operational activities that were not previously included within the certified scope are proposed for inclusion in the certification scope.
  • Eligibility for scope extension: A preliminary review confirms that the organization satisfies the applicable legal, regulatory, and technical requirements for extending the scope of certification.

In accordance with ISO/IEC 17021-1:2015, WICS has established and implemented a management system and maintains an independent Impartiality Committee to continuously monitor and safeguard the impartiality and independence of its certification activities.
